A) Rule # 1 Always Fight a Parking Ticket, here's how
Even If you were totally dead wrong and you parked at a hydrant or worst. Basically it does not matter, almost any of the listed common reasons or General Defenses you give to challenge the ticket that is plausible, the agency will send you a discounted ticket letter of normally $15-$25 to encourage you to pay the Ticket vs. letting a judge review it.
Why? Because a Judge gets paid $100/hr while your ticket is only worth $65. It's just not economical for the city to pass every dispute to a Judge. So instead of paying for a $65 ticket that you know was your fault you are paying $45.
Before you start developing your reasons, check to see if the ticket was actually written right and put into the system right. Handwritten tickets tend to have alot of mistakes and something they wrote a wrong number or letter of your plate # they whole ticket is voided. You don't have to do anything, since it's not associated with your car. So check your ticket progress.
However if you really belief you are innocent and want to fight the system all the way, here's all the Possible Defenses for each violation Code and the Evidence Needed to really WIN. Here's a warning though, I strongly suggest everyone to take the discount and not let it ride to the judge. Five out of five times I tried this I was found guilty and lack of evidence.

B)Respond to any ticket within 30 days

C) Appeal a discision
I strongly suggest taking the discount and not let it ride to the judge, unless you have strong pic evidence that the ticket was wrongly given. But if you did let the dispute ride to the judge you will most likely get a guilty result for not having enough evidence. If you disagree with the outcome of this hearing, you also have the right to appeal the decision.

Payment Plans
Eligibility
To be eligible for a payment plan for parking judgment debt*, individuals must live or work in the five boroughs, and business owners must work / operate in the five boroughs.
Vehicle owners, registrants, and operators must owe a minimum of $500 in parking judgment debt* to be eligible for a payment plan, except in the event that a vehicle has been towed. To redeem a towed vehicle, payment plans may be available for an amount less than $500.
- Judgment debt consists of parking fines that have been unanswered and unpaid for more than 100 days and against which the Department has received a judgment from the court.
Requirements
Individual vehicle owners can visit a Finance Business Center to discuss eligibility for a payment plan without an appointment. However, if your vehicle has been towed, Finance advises that you call first for an appointment to ensure time for the extra paperwork that a tow-payment plan entails. Call the Collections Division Call Center at 212-440-5400 (or –5401 for towed vehicles) to schedule an appointment.
Business vehicle owners, however, must have an appointment. Call the Collections Division Call Center at 212-440-5447 to schedule an appointment to discuss eligibility for a payment plan for commercial vehicles, towed or not. A Finance representative will meet with you at 66 John Street, 2nd floor, Window #4, New York, NY 10038.
With or without an appointment, when you meet with the representative, you will be required to submit a Financial Statement. You may also be asked to provide one or more of the following items to document your sources of income:
* Proof of employment (two recent pay stubs);
* Copies of the front and back of two cancelled salary checks paid to you by your employer;
* Photo ID (for example, a valid driver’s license);
* Current insurance and registration (always required for all towed vehicles); and
* Business certificate accompanied by tax Form 1099 or Form 1040 with Schedule C.
You are also required to make a down payment on the amount you owe:
To redeem a towed vehicle with less than $500 debt: You must pay a minimum of one-half of the judgment debt to redeem a towed vehicle, with the remainder to be paid within 45 days. As with all other payment plans, arrangements are at the agency's discretion and issuance will be determined during the interview.
All other parking debt: A 50% down payment will be required and subsequent payment installments will be determined during the interview.

The DMV does not issue metered parking waivers. The same agency that issues parking permits for the disabled in your locality also issues the metered parking waivers.
The NYS Vehicle and Traffic Law does not allow New York City to issue metered parking waivers to NYC residents, and the New York City Department of Transportation does not issue metered parking waivers.
